[Qgis-user] Aggregate tool not working

I am a new Qgis user using the latest version. I am wanting to do a simple cell aggregation of a raster in order to use it in another application so have tried the aggregate algorithm.
First question: the parameter entry window does not show an option to specify the output file, as there is for other algorithms. Is it missing, or will it just output to a temporary file?

Secondly, the algorithm fails to run anyway! The log shows the following errors which seem to show failure to load dlls. What should I try?
