[Qgis-user] QGIS 2.10.1 not loading PostGIS Data displayed in earlier Versions

I too have been having issues with PostGIS layers displaying depending on
the extent.
QGIS 2.10.1 - Ubuntu 14.04 LTS
PostgreSQL 9.4.4 on x86_64-unknown-linux-gnu, compiled by gcc (Ubuntu
4.8.2-19ubuntu1) 4.8.2, 64-bit
POSTGIS="2.1.7 r13414" GEOS="3.4.2-CAPI-1.8.2 r3921" PROJ="Rel. 4.8.0, 6
March 2012" GDAL="GDAL 1.11.2, released 2015/02/10" LIBXML="2.9.1"
LIBJSON="UNKNOWN"  all local.

Link attached with a very simple file with an OSM layer that forever tries
to display but never does.
When I am zoomed into middle TN I am able to get things to draw, zoomed out
to US level = no go.

Any hints appreciated!
