Maybe some devs have replied off-list, but it doesn't look like anyone has replied. I'd suggest it's probably worth posting this sort of query to the Dev list.
In the past, features have been funded in a number of ways including pooling of funds for a specific feature which may be the way to go for this.
This also highlights a significant omission on the website - in get-involved there's sections for donating and annual sponsoring, but nothing obvious for sponsoring a specific feature.
But yes, try the dev list.

We find QGIS to be a very flexible layer styler, and while it does allow you to save your style as a SLD, the SLD format used by QGIS does not work well with other applications for example uDig or GeoServer.
If there is interest in this area, we may be interested in helping to fund it.
