It's much easier than that. In the Save As dialog there is a Geometry
Type section. Change that from automatic to the specific type you want.
Then make sure to uncheck the "include z-dimension box" below it.
As an alternative ogr2ogr -dim 2 will also convert to 2d geometries.
I've tested both of them.
Long term obviously it should fixed in the code.
