You are almost there, I got the same message.

After
sudo apt-get update
sudo apt-get clean
sudo apt-cache policy qgis

the version 2.12.3 was offered to me, and

sudo apt-get install qgis

now did the right update to 2.12.3.

Running Linux Mint 17.3 and Qgis for trusty with Ubuntugis dependencies.
