In the Layer properties dialog, in the Style item, in the Style dropdown
on the bottom near the Help button, there is (for spatialite and
postgis) and option to save the style in the database.

Is that what you are looking for?

ps while trying here... I got a 'Error looking for style, The query was
logged' message, but hopefully that is a local problem...
