[Qgis-user] perturb point locations

Thank you.  This appears to be exactly what I need.   I added this plugin
(QGIS 2.12.2 Lyon), it shows up as installed, but I cannot see anywhere to
activate it, no icon, not on any menus, toolbars, or panels.
