[Qgis-user] Cannot create a spatialite database in QGIS....

As the title says, using 2.14.3 following the directions to create a new
spatialite database from
http://docs.qgis.org/2.0/en/docs/training_manual/databases/spatialite.html
When I right click in QGIS Browser or the Browser Pane in QGIS Desktop I do
not get any options. Has anyone had this issue? Am I missing libs or
something that I can install with the OSGeo4W installer to fix the issue?
