[Qgis-user] Load values panel not visible in Select by Expression?

Hello!
I have a problem concerning the use of Select by Expression in shape files with my version of QGIS 2.16.3. I can't find the Load values panel that should appear in the right side of the Select by Expression panel. Is this a bug, or is there any way to fix this? My colleague has the same problem.
