[Qgis-user] Local Grid Layout in QGIS

Is there a function/plug-in for Qgis where I can create a local grid layout?
For example I want to create a grid with an origin at x and y metres, and a
baseline direction of say 045 degrees, and peg a grid of 100 x 100 m
dimensions. In MapInfo-Discover I can do this via the Local Grid Layout
option and I wondered if there was a way to do this in QGIS?
