At the user list we all ask and reply questions.
If you encounter bugs it is important to fill in bug reports. http://qgis.org/en/site/getinvolved/development/bugreporting.html#bugs-features-and-issues
Your 'job' as Bug-reporter is as important as the developers. It is the only way to get the program better.
And you have made a great detective job to see which version the bug occour.
So please fill in reports :-)
BTW - are you attending at the QGIS conference in August? https://qgis2017.wordpress.com/ You have the possibility to meet the developers and discuss issues.

Saving a shape file as cvs used in earlier versions to automatically add an x and y attribute to the csv file. This does not happen anymore even though geometry AS_XY is the default under Layer Options in the "Save vector layer as..." dialogue.
If one chooses geometry AS_XYZ instead the columns are added to the csv file as expected.
