Not sure if the Windows part is up to date though.
On Linux, given you have all dependencies installed you can just fire up
QtCreator and point to the CMakeLists.txt  of the repo.

On Windows I think (Windows devs, please correct me) it is easiest to
get all the dependencies by using Osgeo4W.

See ms-windows dir in root of QGIS repository.
