If you talkabout the ubuntugis ppa, you can read the instructions on
https://launchpad.net/~ubuntugis/+archive/ubuntu/ppa/

by clicking on "Technical details about this ppa", than "What is this?"

The way to get the key for QGIS repos (ubuntugis and debian) is 
described here:
