Reginald,
Using QT:
locale = QLocale(QLocale.Japanese)
locale.toString(QDate.currentDate())
And, if you want to use the same settings that you set in QGIS, just use
the default locale:
locale = QLocale() # Default locale from QGIS options/settings
locale.toString(QDate.currentDate())
