If you had the polygon you could go to Menu -> Vector -> Geometry tools -> polygon centroid and this could give you the centre point of the polygon.

Well I think the historic centre - ie the oldest part of the city - generally the oldest and largest place of worship or centre of administration - cathedral / town hall etc; the area of first settlement from which the city expanded.
