Should be already there - I think.

proj 5 is already in osgeo4w as test package - but not in the latest release
and not including the updated proj-datumgrid - so not in a good state.

But the default package is still proj 4 and everything is build with that.
 
My time is currently a bit limited and there are a bunch of other updates
pending.  I'm considering whether I can find the spare time to do it, launch a
crowd funding campaign or make it a grant proposal: It's proj 5.0.1 (with a
patch & datumgrid), GEOS 3.6.2, GDAL 2.3, Python 2.7.14 (for QGIS 2.18; pip
doesn't work anymore) and Qt 5.10 (with qca, QtWebKit, QScintilla, qtkeychain,
sip & PyQt5, Qwt/PyQwt and a new gpsbabel) - and possibly other stuff that pops
up on the way.
