All is said here: it's expecting a layer with fields, which a raster does
not have; it's not intended to work with raster. Please read the help text
in the dialog.
If you want to clip a raster, give a look to the GDAL clip raster by mask
layer (in the Processing toolbox or Raster --> Extraction --> Clipper )
