Thanks, I ended up discovering the solution from here;
https://gisforthought.com/updating-a-plugin-from-qgis-2-to-qgis-3/ when I
looked into the bat file a little closer I saw it was calling those
variables you mentioned.
I don't know why they used this compile.bat when it is actually easier to
do it your way.
