[Qgis-user] Install QGIS 3.x on Ubuntu16.04

If you have previously installed 2.18 and trying to upgrade you need to 
remove as many of the old packages first.

After uninstalling Qgis 2.18 use apt autoremove to clear off all the old 
2.18 packages.
