As QGIS 2.X is no longer supported I would start by updating to at least the latest long term release version (3.4.11 for windows) and having another try at loading the plugin.

Version 3 will load to a new directory if you accept all the defaults.

What version of QGIS are you using, how are you loading the plugin, and what error messages are you receiving?
