[Qgis-user] Couldn't load SIP, Python support disabled

Anyone fixed this on Fedora 30?
  python3-qt5-webkit-5.11.3-6.fc30.x86_64 is already installed.
  python3-qscintilla-qt5 is also installed.
But still getting the error.
