[Qgis-user] Qgis 3.6 problem

Hi,

This is 99 % a bad CRS problem or a layer that has the right CRS but is badly georeferenced. Open a background layer with a WMS or from a satellite image from a plugin like OpenLayer. This layer should be in the right place. Then open each layer and click zoom to layer extent (right click on the layer in the layer panel). You will find the layer that is not correctly georeferenced or that has an incorrect CRS.

Phil is correct when saying that in 3x, on the fly default. You may want to select « ask what to do » if a CRS is not specified in the layer. Your choice my be « use the project or use the default CRS ». That may throw things off.
