GRASS people can and have. As previously referenced:

states: proj 6 and gdal 3 are not yet supported, waiting for PR #118 to be
merged and backported.

That should be obvious.

GRASS is maintained by GRASS people in OSGeo4W (ie. Martin Landa and Helmut
Kudrnovsky). Once they update it, the next QGIS point release will pick it up.
Looks pretty close. And I'm not sure that putting work into workarounds will
get us there any earlier as a little patience would.

There cannot be a dark or sinister plot to get more users to switch to Linux -
so no.
