[Qgis-user] EPSG:102611 and EPSG:6670

I am setting up a new project with the following CRS:

- JGD2011 / Japan Plane Rectangular CS II
- This has the code EPSG:6670

Layers I created from JPGIS files downloaded from the Geospatial Information Authority of Japan are imported as "epsg:102611
JGD_2011_Japan_Zone_2".

I could not find any EPSG:102611 information anywhere, can somebody help me out? The Japanese officials told me that they do not know about EPSG codes. It seems that EPSG:102611 is chosen when the data file does not have informations about the dimensions of the zone?
