[Qgis-user] QGIS3.16: Installation links to standalone installer not valid

Url's  are fixed now (at least for english website) others language sites will follow...
(QGIS-OSGeo4W-3.16.0-2-Setup-x86.exe should be QGIS-OSGeo4W-3.16.0-1-Setup-x86.exe see site links)
