Yes. Enconding for Spanish (if UTF-8 fails) is win1252 (sometime refered as latin1).

You can change the character encoding.

I have imported text files with Spanish language and when I bring it into QGIS it displays a black diamond with a question mark in place of the tilde symbol. Do I need to change the encoding type to get QGIS to recognise non-English text?
