Hi,
if you know how to use an hexadecimal editor, you can:

- just to be safe, so in case something goes wrong, you can restore it,
make a backup copy of the file qgis_core.dll which is present in the
folder apps\qgis\bin\ inside your QGIS installation directory

- with your favourite hex editor, open the aforementioned qgis_core.dll file

- search for the string CP949 or the hexadecimal values 43 50 39 34 39

- replace that string or those hexadecimal value with the string ms949
or the hexadecimal values 6D 73 39 34 39

- save the changes in the file and close the hexadecimal editor.

In this way, the ms949 codec it's now mapped to the ANSI_949 DXF codec name.

Now you can run QGIS and, if all went well, you will find the ms949
codec among the codecs available in the Export to DXF dialog window.

Beast regards.
