the reported issue is still about the failing download of 
http://cran.at.r-project.org/bin/windows/contrib/4.1/mapview_2.10.0.zip

Have you tried to manually download the mapview_2.10.0.zip file using a 
Web browser or a CLI client like wget or curl?
Has the manually downloaded mapview_2.10.0.zip file the size of 2298331 
bytes (2.2 MB)?
