Hi Mike,
First, you are using old documentation. If you are indeed using QGIS 3.4, you might want to consider upgrading to a newer version, since a lot of nice functionality has been added to QGIS since 3.4. If you are using a new version of QGIS you should use the corresponding documentation. The LTR version (3.16) of this training doc is here:https://docs.qgis.org/3.16/en/docs/training_manual/qgis_plugins/fetching_plugins.htmlSecond, to get to your question:
1) To install a plugin start from the Plugins menu and launch the Plugin Manager, as shown in the documentation. Usually you can find the plugin you are looking for by using the search bar at the top of the dialog. The Plugin Manager will then install the plugin for you if you click on "Install Plugin". That said, the major problem with installing a plugin is finding its functionality after it is installed. It will not necessarily be found in the plugins menu. Hopefully the plugin's documentation will tell you where to find it. If you would like help with that please provide more specifics about what plugin. .
2) If you have downloaded code for a plugin that is not listed in the Plugin Manager (QGIS Official Plugin Repository), click on "Install from Zip" in the menu at the left of the dialog, and navigate to a zip file of the downloaded plugin. .
Third: If you continue to have problems please write back and give more detail about what you have done so far and what you are trying to install.
