[Qgis-user] plugin issue

Hi,

If you can't get the plugin working, I very strongly recommend using 
GeoDa. https://geodacenter.github.io/  It's developed by Dr. Luc Anselin 
and his team.  This is open source and works with .shp files.  A strong 
tool to be used with QGIS.
