[Qgis-user] Translatable QGIS 3.22 documentation

Hi QGIS people,

This is to announce that we have published translated versions [0] of 
QGIS 3.22 LTR documentation.

We also pushed the 3.22 current strings to Transifex [1] so that 
translators can begin contributing, in replacement of 3.16 docs.
