[Qgis-user] Open GPKG layers in read-only mode

I use gpkgs in google drive. Since this change
https://github.com/qgis/QGIS/pull/47098 which should have happened in qgis
3.24 by default they open without creating sidecar files. However if it
edited or is opened by a second person it will create the sidecar files.
