Hi Simone and Walter and list,
AFAIK no license fee is required for the Desktop Read-Only 
Redistributable option.

Currently it is not possible to directly download the latest ERDAS 
ECW/JP2 SDK but you need to request it filling a request module 
available at 
https://supportsi.hexagon.com/s/article/ERDAS-ECW-JP2-SDK-Read-Only-Redistributable-Request
