here the answer from my admins:
The email failed because of the reputation filter. Unfortunately, we cannot adjust this because it is a global setting for all incoming emails. There is no whitelist in the sense that the system does not have a quarantine, but rather allows or rejects.
The message was rejected on the grounds that there was no company email address in the header, which therefore does not appear trustworthy in general. The subsequent email sent directly to you did get through, so the sender is not necessarily on a spam list.
So because I used to get the messages most of he time (for example last week) maybe only those messages with specific header caused my problem.

Hi, you are subscribed to this list, meaning that 'the list' tries to sent all mails which others sent to it ALSO to you.
And apparently the mail server of your organisation does not like our mailing list, so whenever 'we' try to sent you a mail, it get's bounced (sent back to us with a message "we do not want your mail on our server").
So the server tries a couple off times, but at a certain moment gives up, and sents the message you now received.
You could instruct the mail admins of your organisation to 'trust' mails from "lists.osgeo.org". That could work.
