[Qgis-user] Annotations over labels

Dear Simon,

I am not 100% sure, but to the best of my knowledge, labels are always
rendered on top of everything else.

It would require an architectural change in QGIS in order to allow a change
in rendering order of labels.

I agree that in some cases it would be nice being able to render other
objects on top of labels.
