Hi Grant,
the error message comes from the "GRASS 8 (deprecated plugin)" core plugin. Are you using it? If you don't need it, you can disable it using the plugin manager in QGIS.

Anyway, the error message should not be displayed using the latest QGIS
3.42.1 on Windows from OSGeo4W.
