For me it only works reliable, when exporting the labels completely plain. I 
leave everything in the labeling settings in its standard configuration, don't 
add any buffer, mask or transformation, then in the PDF export every label 
gets exported as text object.

I also don't have any special blending or transparencies activated in maps 
that I want to process further in Inkscape, since these options would often 
force a rasterisation. If you want to process your maps in a graphics program, 
do as little graphics design in QGIS as possible. I also often have to export 
several layers separately, because both the PDF and the SVG export are messed 
up when importing in Inkscape.
