You did not describe what the resolution of the DEM is, or the range of
values over the area you are processing.   If the DEM has 1 meter
resolution and the values range from -3 to 12 meters (from where I am my
impression is that your country is pretty flat :-), then you'll have
quantization artifacts, even if the DEM's data representation could go
from -32768 to 32767 meters.
