Hi Brent,
Not sure if you are on Linux or Windows? Maybe other with experience on Remotior Sensus can help with your install (though it looks like they only provide the conda install https://pypi.org/project/remotior-sensus/?)
But I guess it will be a hell of a job to make one install use the python of the other install. You will end up in dependency hell :-(
So IF you want to play with the plugin, I'd say: install (another) QGIS in the Conda environment. Use that one when you need the plugin.
I'm not so familiar with the Conda installed QGIS, but I guess it will just use your normal profiles (and plugins). So (unless both installs are very different QGIS versions), all should 'just work' ...
