When I did the first option, it looks like the layer is still in
UTM, but I don't have the .prj file.<br>

For the second option, what I need to know for this particular
projection in order to define the projection? I mean, there is no
CRTM (only for Costa Rica) in the QGIS predefined reference system.<br>

right mouse button and choose "save as...". It will ask you for the
target crs.
If your shape has no .prj file you may need to use first
vector -> data management tools -> define projection
