The problem was solved per suggestion by copying libtiff.dll from `Quantum GIS Wroclaw\bin' folder to `Windows\System 32' folder. Prior to that, I renamed libtff.dll in the System32 folder as libtiff.dll.bak so that, in case some other programs are using it, I could revert and activate it.<br>

perhaps there are more than one libtiff.dll files on your computer. For<br>
example in the system32 folder.<br>

The wrong one could be found first. In this one the called procedure<br>
dosn't exist.<br>

Be carefull. An other Program could need this file.<br>

I had have the same Problem with qt dll files which are installed from<br>
elster formular programm in the system32 folder.</div>
