The QGIS legends are not dynamic - neither on Desktop nor on Server.<br>

If you want this feature you can either develop it yourself or you can<br>
hire someone to develop it.<br>

Be aware though that it makes Layouting a bit more complex if the legend<br>
size varies all the time.<br>
