1) I've download 64 byte QGIS 2.0.1 - no problems.

2) I then separately go here: http://www.diva-gis.org/gdata , and download the "administrative areas" zip file from under the Tunisia option (though, again, I did try other countries to test after running into said problems). The zip (attached) includes files for different admin levels, but also all the files for adm1 that I require.

3) I have done several things at this point - from going directly to the TUN_adm1.shp and trying to "open as", to most recently opening up QGIS first, selecting "add vector layer" and then going to the specific .shp file (TUN_adm.shp). I have also pulled that file out of the zip and put it by itself on the desktop and then tried to open through the 'add vector layer' button.

4) On these last attempts, the shp file has now assumed the "QGIS" icon (whereas before, when trying to "open as", it either converted it to a pdf, or asked for additional software to open a NirCmd file (nirsoft.net)) -- a puzzle I never solved, but seemed on the wrong track anyway).

5) Alas, I can browse, select the TUN_adm1 file, then "open," but always get the following message for 3 seconds before it disappears:

Invalid Data Source: C:\Users\Matt Klick\Desktop\TUN_adm1.shp is not a valid or recognized data source
