No - QGIS does not have such functionality, and I also think that
GRASS does not have such an algorithm. If you have a fairly new
Postgis, you may want to try ST_StraightSkeleton(geometry) - see
<a class="moz-txt-link-freetext" href="http://postgis.net/docs/ST_StraightSkeleton.html">http://postgis.net/docs/ST_StraightSkeleton.html</a> - which uses CGAL.<br>

Seems like OpenJump has a module to do skeletonization (google for
skeletonizer).<br>
