Open a background layer with a WMS or from a satellite image from a plugin like OpenLayer. This layer should be in the right place. Then open each layer and click zoom to layer extent (right click on the layer in the layer panel). You will find the layer that is not correctly georeferenced or that has an incorrect CRS. </div><div dir="ltr"><br></div><div dir="ltr">Phil is correct when saying that in 3x, on the fly default. You may want to select « ask what to do » if a CRS is not specified in the layer. Your choice my be « use the project or use the default CRS ». <div>Check the CRS and set it to the raster data and see how you go. I think V3 does on the fly projections all the time. In 2.18 you need to set that under settings, options, CRS.<br>
