<p>The Georeferencer is a core plugin, which means that it is
already installed, but not activated by default.<br>
You have to open the plugin administration -> "installed" ->
checkbox at GDAL-Georeferencer -> Entry in Raster Menu</p>
<p>This has nothing to do with the processing framework.</p>
<p>If there is still no georeferencer in your raster menu, then
there is something going wrong on your computer. The georeferencer
is a stone old feature which has been there for all times I can
remember (and that is 2011)<br>

Georeferencer is not a Processing plugin. Look for it in the Raster menu.

I know this question has been raised several times before, but my situation is somewhat different. The georeferencer tool does not appear in the processing menu, and I have tried checking the box under the plugin settings - it will stay checked while in same session, but if I close QGIS and restart, the box is unchecked again. Either way, the tool never appears in the menu. My installed GDAL version is 2.2.3 which unless I'm mistaken is the correct version for QGIS 3.4. At any rate that is the version that was included with the installer. Any help would be appreciated. Jeff Doty
