<p>Is QGIS Server running or not? If not, what is the problem?<br>

<p>QGIS Server reads *.qgz project files. That's for sure and you
will not find nothing that says it can't. QGIS Server reads the
same project formats as QGIS Desktop.</p>
<p>How are you testing it? Are you writing manually the calls to the
services or are you using some client (like QGIS Desktop)? You can
debug QGIS Server using QGIS Desktop as client.</p>
