    <p>A project has layers that are either loaded locally from file
      based sources, or remotely from some type of server (e.g. WMTS).
      The latter is subject to the assumption the owner of that server
      is willing to let you have access to the data you are attempting
      to connect to. In the case of both Google Maps and OSM, being the
      quoted examples, restrictions most certainly apply to connections
      to their servers. Such an issue would be irrelevant to this list
      since it would not be an issue caused by the Qgis software.</p>

        I am able to load and see shape file layers. But I am unable to
        see/load base maps like OSM, Google Maps etc. in QGIS. Could
