[QGIS-ZA-user] Field calculator issue - QGIS version,3.10.1-A Coruña on Win10 via OSGEO4W64

Hi,
Can anyone shed light on why I get: Eval Error: Cannot convert '[LonM]' 
to double
from this expression:

    if( "LonD"  IS 'Longitude' , 0.0,  "LonD" + (  "LonM"  / 60.0 ))

I've pulled a CSV file into 'Layer' and failed to generate Point using 
Toolbox->Geometry by Expression, so I am now trying to create decimal 
Deg columns (virtual).
The first few lines in the CSV are:

    Num,LonD,LonM,LonS,DirE,LatD,LatM,LatS,DirN
    A1,Longitude,Latitude,,,,
    1,17,25.00,0.0,E,23,7.53,0.0,N
    2,17,25.10,0.0,E,23,7.52,0.0,N
