[SAC] slow access to OSGeo svn/trac

Hi SAC,

we observe that OSGeo svn/trac are sometimes, but not continuously
slow/very slow (e.g., trac needing 2 minutes to respond).

Could this be related to heavy backups during the day?
If needed, we could protocol the time those things happen.
Hopefully it can be solved.
